Purpose of the ITB:
The Alaska Network on Domestic Violence and Sexual Assault (ANDVSA) is the federally
recognized state domestic violence and sexual assault victim service provider coalition for Alaska.
ANDVSA is seeking an experienced sexual assault nurse examiner (SANE) to provide support to
SANEs and provide expertise from a healthcare perspective to Alaska’s Sexual Assault Response
(SAR) Leadership Team.
Budget – The work is supported by a 3-year federal Improving the Criminal Justice Response (ICJR)
grant. This is an annual contract with the opportunity for 2 annual extensions.


Deadline for Receipt of Bids – Bids must be received no later than 5pm Alaska Time on October 15,
2026.
Fax, mailed or oral proposals will not be accepted.
Prior Experience – For a bid to be considered responsive the bidder must meet one of these
requirements and submit supporting documentation.
A certified SANE
A certified forensic nurse
Required Review – Bidders shall carefully review this ITB for defects and questionable or
objectionable materials.

Comments concerning defects and questionable or objectionable materials
must be received by ANDVSA at [email protected] at least 5 days before the deadline of ITB to
allow time for an amendment to be issued if one is required.

Questions Prior to Deadline for Receipt of Bids – All questions must be in writing and directed to
the Grants and Administrative Director. Please submit all questions at least 5 days prior to the
deadline of the ITB to allow time for an answer to be shared.
Return Instructions – Bidders must submit one copy of their entire bid via email to
[email protected]. Bidders are strongly encouraged to include all required prior experience
documentation, certifications, and supporting materials with their submission. However, if any
required prior experience documentation is missing, ANDVSA may request that the bidder provide
the missing documentation after bidding has closed. Failure to provide the missing documentation
within the time specified will result in the bid being deemed non-responsive.

Assistance to Bidders with a Disability – ANDVSA complied with Title II of the Americans with
Disabilities Act of 1990. Individual with disabilities who may need auxiliary aid, services, and/or

Scope of Work
ANDVSA will contract with the SAMFE to 1) provide technical assistance and training to SANEs and
other health care professionals performing sexual assault forensic exams, 2) Monitor and facilitate an
on-line resource sharing space (Basecamp), 3) Provide technical assistance and training to formed and
emerging community sexual assault response teams (SART). 4) Provide expertise to the Statewide
Sexual Assault Leadership Team.
Technical assistance will include answering technical questions from anyone performing a
sexual assault examination on an adult; monthly statewide and regional SANE meetings; and
answering technical questions from formed and emerging community SART’s.
Training will include bi-annual webinars for established and emerging SART and SANE
programs on best practices. protocol development, and policies and memorandums of
understanding between team members. One onsite training with an emerging or established
SART program per each year of the contract.
Some travel may be needed depending on where SAMFE is located.
The State of Alaska has an estimated 40 SANEs/20 healthcare providers who may need technical
assistance.
Annual deliverables – 1) 12 virtual SANE meetings, 2) 1 on-site visit, 3) 2 webinars on policy and
protocols for formed and emerging SART’s, 4) technical assistance to all members of community SART’s
with up to 5 hours per week of scheduled or structured time for 200 technical assistance contacts with an
emphasis on forensic nursing.
Contract Term – The contract will be from 11/1/2026 through 11/1/2027 – with 2 one-year
extensions based upon satisfactory completion of all annual deliverables.
Contract Type – This is based upon an hourly rate and numbers of hours needed to complete the
work each month. This is a “not to exceed” contract and NOT a fixed rate contract.
Contractor Location and Equipment – No payment will be made for the contractor’s location,
equipment necessary to perform the work, or any insurance necessary to protect the contractor from
liability.
Insurance – Without limiting the Contractor’s indemnification, it is agreed that the Contractor shall
purchase at its own expense and maintain in force at all times during the performance of services
under this agreement the following policies of insurance. Where specific limits are shown, it is
understood that they shall be the minimum acceptable limits. Certificates of Insurance must be
furnished to ANDVSA prior to contract approval and must provide for a notice of cancellation, nonrenewal,
or material change of conditions in accordance with policy provisions. Failure to provide
satisfactory evidence of insurance or lapse of the policy is a material breach of this Contract and shall
be grounds for termination of the Contractor’s services. All insurance policies shall comply with and
be issued by insurers licensed to transact the business of insurance under AS 21. The Contractor may
submit a written request for a waiver of one or more insurance requirements. However, all insurance
obligations remain in full force and effect unless and until the ANDVSA grants a waiver in writing.
Waivers are subject to specific criteria that must be met, and submitting a request alone does not
guarantee approval ANDVSA.

  • Workers’ Compensation Insurance: The Contractor shall provide and maintain, for all employees
    engaged in work under this Contract. The policy must waive subrogation against the ANDVSA. •
    Commercial General Liability Insurance: covering all business premises and operations used by the
    Contractor in the performance of services under this agreement • Professional Liability Insurance:
    covering Contractor in the performance of services under this agreement.
    Bid Format and Contents – Please provide:
  1. Your skills and experience to be the SAMFE (Can be submitted as a Resume)
  2. Your knowledge of Alaska and Alaska’s use of SART
  3. Your familiarity with the State of Alaska sexual assault forensic exam kit
  4. Your knowledge of the use of SANEs and/or other health care providers in
  5. Your availability and plan to answer technical support calls/emails – please include the hours
    you would be available and your proposed plan to answer all technical support calls timely.
  6. Your hourly rate and anticipated hours necessary to fulfill the grant deliverables – Please list
    the hours and rate by these categories.
    12 virtual SANE meetings (estimated 1 hour in length)
    1 on-site 2-day visit, (please include 8 hours of travel time – travel flights, hotel
    and per-diem will be paid by ANDVSA)
  7. 3) 2 webinars on policy and protocols for formed and emerging SART’s
  8. (Estimated 1.5 hours in length)
  9. 4) 200 technical assistance to all members of community SART’s with an emphasis on
  10. forensic nursing.
  11. 5) Meeting with SAR Leadership to share expertise (monthly 1 hour meeting)

    General Information –
    Contractor must have a valid Alaska Business License during the term of the contract.
    Contractor may not be a current employee of ANDVSA.
